"Oh, thank Oz," Fiyero mumbles to himself as someone finally answers. "I'm fine!" he calls back. Relatively, anyway. He's bound to have a few bruises from being jostled about for however long that storm lasted.
"Could do with a bit of a hand though. Don't suppose you've got a rope or something you could toss down?"
"You have a great bring balloon and no rope? What exactly was your end goal when you were going to properly land?!" He only says that because he's really not sure he has one. The bug has a lot of things but it isn't as though he does a lot of spelunking admittedly.
He gives the other a moment to make sure that he doesn't have anything of that nature in the basket of his current ride, but he wont take too long because something about this situation seems like time might be a factor.
Come to think of it. Yeah. Of course there's some rope here, the ones that's used for securing the balloon in place. "One moment," he yells up as he grabs and uncoils it a little.
Not too long after, a rope suddenly swings up on the bridge, deftly thrown from below. "Could you tie that to something?"
So critical thinking may not be this guys greatest skill, which is fair considering the circumstances and all. He's thankful for the fact that he does find a rope because it makes this situation a hell of a lot easier, not to say it's easy at all. He's quick to grab the rope and while he isn't really one of UNITs soldiers there had been a fair amount of basics required to learn to join up.
Which means he can tie up a pretty decent knot to the side of one of the runs in the fence keeping people from the Thames and the timing couldn't be better because there is a very distinct sound of fabric tearing it would seem the older material of the balloon having a hard time with the stress of being draped over the bridge.
Which is so not good.
"Quickly now! I'm not sure how much longer we have!" The good news is even if the balloon does end up in the water someone from UNIT is bound to fetch it up and keep it 'safe' for the other. The bad news is if they don't get him out of there they might be fishing him out too and Luke can't swim so... "Hang tight mate, we'll get you out of there!" He's a little hard to see admittedly so he's not sure how easily this is going to be, the good news is despite his lithe frame he's a lot stronger than he looks and he's a master of physics, he moves to swing the rope around a lamp post and then around one of the runs of the railings. With haste he fashions himself a couple of knots for grip ad a tight loop for later.
There's another threatening jostle, and whoever's up top probably has a point about them having limited time. There's not much he can do from down here though, so he just has to wait.
Thankfully the guy's giving him reassurance, which is quite nice actually. "Always appreciate a hype squad," he calls up, partly just to let him know that Fiyero's not like panicking or anything.
And then he asks about a hold, and Fiyero gives the rope a tug to check. "Good to go!" he yells back after grabbing hold with both arms and legs - though he doesn't actually expect one guy to try to pull him up, so he starts climbing on his own, only to be surprised when the rope suddenly shifts. Well. Fiyero may be athletic, but he's also pretty exhausted from hanging on through a storm, so he's not going to complain.
He is likely not the best at reassuring. Mostly he 'tells it how it is' but in this case he can be a little bit hopeful because there's two options. Drop or not. He's not about to let the other drop.
But Hype Squad is a new one.
Any assistance will be helpful but the good news is he's made light work with the pulley system he's rigged up. Making light work pulling the other, within just a few minutes he at least has him up and over the rail of the bridge grabbing a hold of the other and using a last good push to pull him at least to the safety of the side walk.
The other is entirely not what he was expecting. His outfit is both normal and strange all at once. He looks like he's about to lead a parade not dangle off bridges in the middle of the night. He is careful to extend his hand in greeting and allows the other to either accept or not, he's not entirely sure customs in this persons world. Though he does't look entirely dissimilar to himself.
"I shall get a team out to recover your, 'vehicle'. But in the meantime are you alright?"
Fiyero's relieved to finally be on solid ground as he climbs over the rail with assistance from the other man, landing with relative smoothness on the sidewalk. He takes a second to straighten his clothes and toss his hair back a little. He's a bit dishevelled still, but he has a way of making that work in his favour.
He was expecting someone a bit less skinny, with the way he helped Fiyero pull him up, but he grins warmly in greeting, taking his hand and giving it a friendly shake. He always tries to make a good first impression.
"More or less, yes. Thank you so much," he answers. "I'm Fiyero Tigelaar. And I'm also afraid I'm a bit lost."

This is a first time for a situation like this.
